There are a number of humane ways to prevent pigeons and seagulls from landing, roosting and nesting on your building or ledges, such as a bird spikes, mesh/nets, "coil springs" as seen in this video, bright lights/mirrors to reflect sun on ledges, spraying water, blowing wind machines, ultrasonic devices, "scarecrow" replications of predator birds such as hawks and eagles, lining ledges with spices such as cayenne, pepper and cinnamon or even bird birth control measures.
